These rates fall far below the rates what they should get. For determining the rates of Running Allowance, Pass. Driver/Guard is taken as a reference grade. Thus, the formula for deciding the rate of Kilometreage Allowance is as under:-

The rates of Running Allowance to be decided w.e.f. 1.1.2006 and 1.9.2008 as a result of revision of basic pay and revision of T.A. rates respectively.

Hence, it is demanded that the rates of Running Allowance, both for Loco & Traffic Running Staff should be revised from 01.01.2006 as follows and all arrears due be paid from that date.

The above rates have been demanded keeping into view the revised basic pay, revised T.A. rates and relativity as per the recommendations of the Running Allowance Committee, 1981 and Railway Board’s letters No.E(P&A)II-97/RS-2 dated 2.4.1998 and No.E(P&A)II-98/RS-5 dated 6.5.1998 on the subject.

The relativity of the rates of Kilometerage of Mail/Exp. Drivers, Goods Drivers, Shunters, Sr. ALP and Second Fireman, Mail/Exp. Guards, Goods Guards, Sr. Brakesman/Sr. Asstt. Guard and Brakesman/Asst. Guard is maintained as per the prevailing practice on Indian Railways since 1981.

Item No.3

Sub: Grant of Children Education Allowance and Hostel Subsidy

Railway Board vide their letter No. E(W)2008/ED-2/4 dated 10.06.2009 have laid down the eligibility for Children Education Allowance as follows:

“Reimbursement of Children Education Allowance is admissible for eldest two surviving children studying in schools affiliated to Board of Education”.

This is contrary to the letter and spirit of the original order issued vide Para 1(c) of Ministry of Personnel, Public Grievances and Pensions O. M. No.12011/03/2008-Estt. (Allowance) dated 02.09.2008 circulated vide Railway Board’s letter No.E(W)2008/ED-2/4 dated 01.10.2008 which reads as under:-

“Reimbursement as indicated above will be applicable for expenditure on the education of school going children only i.e. for children from classes nursery to twelfth, including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Boards of Education”.

It is clear from the above paragraph that only for class eleventh and twelfth colleges or schools need to be affiliated to Universities or Board of Education and not from Nursery Class.

It may further be mentioned that schools imparting education at Nursery level, primary level and even middle class level i.e. up to Class VI(Six) are not affiliated to any Education Board. Apart from the above, in road side railway stations even some Secondary Schools are also not affiliated to any State Education Board and students studying in those schools are appearing Secondary Examination through some other affiliated schools. The policy of the Govt. is to spread literacy and if, the restriction imposed by the Railway Board’s letter under reference, many students studying Nursery, Primary and middle School / classes are being deprived of the benefits of Educational Assistance.

It is urged that the Children Education Allowance and Hostel Subsidy may please be granted to any two children studying in schools and in respect of up to middle standard affiliation to Board of Education or from any other authority may not be insisted upon.

Sub: Eligibility for 1st Class/AC-2 Tier and AC 3 Tier Passes

Consequent upon introduction of VI CPC pay scales, staff of all departments other than the Railways, in Grade Pay Rs.4200 and above, are having eligibility of First Class/AC 2 Tier Passes.

It would be appropriate to mention that the VI CPC vide para 4.2.42 has recommended as under:-

“In any case in the revised scheme of pay scales, all the allowances and facilities will be governed by grade pay.”

Hence, it is urged that the Railwaymen in Grade Pay of Rs.4200 and above be issued First Class/AC 2 Tier Passes and those who are in Grade Pay Rs.2400 and 2800 be issued AC 3 Tier Passes.

Sub: Stationary equivalent pay scale for Running Staff – Allotment of comparable grade Pays

The Railway Board vide their letter No.E(NG)I-98/PM2/8 dated 01.10.99 have allotted comparable grades for running staff as follows:-

M&E Driver, Sr. Shunter, Passenger, Sr. Passenger, Motorman,

Sr. Motorman; M&E Guard, Sr. Passenger Guard

Rs.6500-10500

Goods Driver, Sr. Shunter, Passenger Guard, Sr. Goods Guard

Rs.5500-9000

Shunter, Sr. Asstt. Guard, Sr. DAD/EA/1st Fire man

Asstt. Guard, ALP (DSL)/ALP (Elect)/1st Fire man

Rs.4000-6000

It is urged that comparable grade pay for Running Staff in the stationary posts be considered and instructions issued.

Sub: Abnormal delay in the matter of setting-up of Medical Board, holding of the Board and acceptance of its report – harassment to the employees

After prolong treatment when patients are not declared fit for duty, they often submit application for setting-up of Medical Board to ascertain whether they are likely to be fit for duty or otherwise.

There has been abnormal delay in the matter of setting-up of Medical Board, holding of Medical Board and acceptance or otherwise of the recommendation of the Medical Board appointed for the purpose, causing harassment to the staff. They exhaust their Earn Leave and had to be remained on LWP for months together causing untold sufferings.

Hence, it is urged that some time frame should be drawn for setting-up of Medical Board, holding of Medical Board and acceptance or otherwise of the report of the Board so that the patients are relieved of their mental and economic hardship.

Sub: Appointment of High Powered Committee to review the working hours of Loco & Traffic Running Staff and other safety categories of staff – Implementation of the agreement

In the wake of strike negotiation, the following agreement was reached for reviewing working hours of Loco & Traffic Running Staff and other safety categories of staff.

“A High Power Committee with an eminent Judge of the High Court would be constituted to review the duty hours of Running Staff and other Safety Categories of Staff and other safety categories of staff.”

Despite repeated representations, the High Powered Committee as agreed to has not yet been appointed, causing serious dissatisfaction amongst the Loco & Traffic Running staff and other safety categories of staff.

Staff Side urges the Railway Board to appoint the High Powered Committee, as agreed to, without any further delay, to review working hours of Loco & Traffic Running Staff and other Safety Categories of Staff.

Sub : Anomaly in fixation of pay of Loco Supervisory staff appointed prior to 01.01.2006 with reference to their juniors appointed after 01.01.2006 and drawing more pay than the seniors.

It has come to the notice of the Board that staff appointed prior to 1.1.2006 as Loco Running Supervisors in the pre-revised pay scales, whose pay has been fixed in the replacement pay structure for Loco Running Supervisors under the RS(RP) Rules, 2008, are drawing less pay than their juniors appointed as Loco Running Supervisor after 1.1.2006. The anomaly has arisen due to the fact that the benefit of element of Running allowance granted at the time of promotion of running staff to a stationary post has been granted to the junior in the revised pay structure, whereas, the same benefit granted to the senior is of lesser value as the same has been calculated on pre-revised pay scale.

2. It has been decided that the anomaly may be resolved by granting stepping up of pay in pay band to the seniors at par with the juniors in terms of Note 10 below Rule 7 of RS (RP) Rules, 2008.

3. The benefit of stepping up of pay in pay band will be subject to the following conditions:-

(a) Both the junior and the senior Railway servants should belong to the same cadre and the posts in which they have been promoted should be identical in the same cadre and other conditions enumerated in Note 10 below Rule 7 of RS(RP) Rules, 2008 should also be fulfilled.

(b) The stepping up of pay will be allowed to running staff only appointed as Loco Supervisors in whose cases 30% of basic pay is taken as pay element in the running allowance. The stepping up of pay will not be admissible to the nonrunning staff of Mechanical Deptt. Appointed as Loco Running Supervisors as in their cases the question of pay element in the running allowance does not arise;

(c) If even in the lower post, revised or pre-revised, the junior was drawing more pay than the senior by virtue of advance increments granted to him or otherwise, stepping up will not be permissible;

(d) Stepping up will be allowed only once, the pay so fixed after stepping up will remain unchanged

(e) The next increment will be allowed on the following 1st July, if due, on completion of the requisite qualifying service with effect from the date of refixation of pay, as per the provisions of Rule 10 of RS(RP) Rules, 2008.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

5% Dearness Allowance is expected for Central Govt. Employees w.e.f. 1st July 2009

Central Govt. employees and pensioners may expect a hefty rise of 5% in D.A. with effect from today, the 1st July 2009. According to the statistics of Labour Bureau, Govt. of India, All India Consumer Price Index No. has climbed up to 151 points in May 2009 in comparison to 147 in December 2008. [See the chart below.] 
With this expected rise, the total Dearness Allowance will be 27% w.e.f. 01.07.2009. It may be mentioned that the rise in Dearness Allowance effects Transport Allowance also as per the Sixth Pay Commission for the Central Govt. Employees. 
Calculation is based on All India Consumer Price Index Number for Industrial Worker based on [Base Year 2001 = 100]

Grand welcome to Com.Mishra & Purohit By ALPs of SUR Division

Com.Umraomal Purohit, President & Com. ShivGopal Mishra, General Secretary, AIRF were at SUR on 24/11/2008 in connection with Annual General Counselling Meeting of NRMU. A crowd of ALPs of SUR Division led by Com. S. M. Lokhande / Secretary / LTRS / SUR greeted them with loud slogans “Com. Umraomal Purohit Zindabad,

in a very cheerful way.

Com. R. Shanti, ALP & Vice Chairman of NRMU Running Staff Branch SUR garlands both.

NRMU Activists Com. CSR Chavan & Com. V.S.Rao, ALPs, SUR served a memorandum to them.

General Secretary, AIRF told that the issue is already raised in front of administration in each & every forum. He assured ALPs that AIRF will force Railway Board to solve ALPs Grade problem within few months.

He added that the issue of 30% & 55% Running Allowance will also solved soon.

Oral Evidences By NRMU/AIRF for Running Staff

Oral Evidence

Report on the oral evidence of AIRF before the VI CPC, held on 6-7.2.2007 in Kolkata(SER) 

            Oral evidence of AIRF before the VI CPC started in Kolkata on 6th February, 2007 and concluded on 7th February, 2007. The internal meeting of AIRF was held on 5th and 6th February in J.M. Biswas Bhawan, Garden Reach, Kolkata(S.E. Railway). 

            In all the 5 groups, viz. (i) Loco and Traffic Running staff, (ii) Technicians of various departments, (iii) Technical Supervisors etc., (iv) Signal, Telecommunication, Electrical &  Mechanical departments’ staff, (v) Transportation/Operating Staff, the following representatives participated in the meeting and thereafter they appeared before the VI CPC for oral evidence:-

06.02.2007 

1.         On behalf of Loco and Traffic Running Staff

(i) Coms. Salil Lawrence/Sr. Pass. Guard/ Sr.DOM/NGP/SECR,

(ii) N. Haridasan/Loco Pilot/DRM CST/CR,

(iii) P. Ganesan/ Motorman/ CCC/MMC/MAS/SR,

(iv) Nagbhushan/Motorman/CCG/DRM BCT/WR

participated in the oral evidence before the VI CPC. The delegation was led by Com. Rakhal Das Gupta/AGS/AIRF.
The Commission heard with rapt attention, the problems of the Loco and Traffic Running Staff. The discussion lasted for 45 minutes. 

2.         Technicians of various departments, including Bride, Tie Temping and Printing Press, of the Indian Railways also participated in the oral evidence before the VI CPC in which (i) Coms. A.M. D’cruz/C&W Tech.-I/UBL/SWR, (ii) S.K. Bose/Tech. II/CWM/MTN/CR, (iii) N. Srinivasan/Tech. Gr-I/SSE/ AC/DLX/CEWE/PER/SR, (iv) Prakash Morwal, MCF(DSL)/ABR/ DRM (E)/AII/NWR participated. The delegation was led by Com. Shiva Gopal Mishra/AGS/ AIRF. 


07.02.2007
1.         Technical Supervisors of all departments, including Bridge and Track Machine Organisation, participated in the oral evidence before the VI CPC and on their behalf (i) Coms.    S.G. Mishra/AGS/AIRF (ii) S.K. Gupta/SSE(P.Way) under AEN/SWM/KTT/WCR, (iii) R.N. Roy/S.E.(Sig.)/Kharagpur/ SER, (iv) Subhendu Mukherjee, WCM/AIRF participated. The delegation was led by Com. L.N. Pathak/SSE(Mech. Insp.) under CWM/CB/LKO/NR.  

2.         The Technicians of the Signal, Telecommunication, Electrical and Mechanical departments also gave oral evidence before the VI CPC. The delegation was led by Com. Rakhal Das Gupta/AGS/AIRF. Other members of the delegation were (i) Coms. T.J. Jose/SSE/ELS/ LGD/SCR, (ii) Amit Kumar Ghosh/Tech.-I/Ele./Ranaghat/ER, (iii) K.Ramesh Babu/SSE(C&W)/ ECoR/VSKP, (iv) B.L. Misra/SM/Bhusawal/CR

3.         Transportation(Operating) staff of all the categories gave oral evidence before the VI CPC under the leadership of Com. J.R. Bhosale/Treasurer/AIRF. Other members of the delegation were (i) Coms. N.K. Gupta/SM/BIM/DRM/BCT/WR, (ii) Arun Gupta/Dy. Controller/ Ajmer/NWR, (iii) Bibhas Jorder/SSM/Alipurduar Jn./NFR, (iv) K.G.P. Singh/YM/Jamalpur/ER (v) S. Raghunathan/SM-I/Chennai Bench/SR.
            The Pay Commission gave patient hearing. 

            The GS/AIRF had briefed each delegation in J.M. Biswas Bhawan, Garden Reach, Kolkata before they were sent for oral evidence before the VI CPC.
            Next oral evidence will take place in March 2007 at Chennai and thereafter at Bangalore in April 2007.

            The Pay Commission will meet the Standing Committee of NC/JCM in New Delhi in the month of April 2007.
