Sub: Observance of “All India Protest Day” on 31st March, 2009
The Railway Board have issued arbitrary orders for surrendering of 50% of vacant posts in non-safety categories. This order has caused serious resentment amongst all sections of the Railwaymen, who are already over-burdened with extra workload thrust upon them; compelling them to work longer hours by changing Classification of Duty Hours from “Intensive’ to `Continuous’ and `Continuous’ to `Essentially Intermittent’.
It is also observed with dismay that regular nature of jobs are being outsourced to private agencies in violation of the provisions of the Contract Labour(Regulation & Abolition) Act, 1970.
It may be appreciated that the posts are sanctioned against workload and procedure for sanctioning of additional posts is a long drawn, passed through scrutiny of executive, personnel and Accounts Department. But these sanctioned posts are not being filled-up on some pretext or the other. Virtually, there has been ban in filling-up of vacancies.
Further, additional trains are being introduced and additional assets are being created but no additional post is sanctioned to man them. Thus, burden of extra workload has been thrust upon the serving employees.
You are requested to intervene and withdraw orders of surrendering of posts on thumb rule, take steps to fill-up all vacant posts and sanction additional posts in commensurate with the increased workload.
