Railway Safety Review Committee-1998 (Khanna Committee) Report Accepted, Partially Accepted, Implemented & not Accepted

 

1.         Railway Safety Review Committee (Khanna Committee) was set up in 1998 under the Chairmanship of Justice H.R. Khanna, a retired Supreme Court Judge. The Committee, interalia, reviewed the recommendations of earlier Committees and suggested measures for further improvement in the safe running of trains. The Committee submitted its report in two parts. Part-I was submitted in August, 1999, while its part II was submitted in February, 2001. Both the parts of the report have been placed on the Table of Lok Sabha as well as Rajya Sabha.

2.         The Committee made a total of 278 recommendations in its Report ( 150 in Part-I and 128 in Part-II). 

3.         Initially, 30 recommendations could not be accepted due to various reasons. Subsequently, during the course of implementation of the accepted recommendations, 8 more recommendations were found non-implementable. The classification of these recommendations  (3 of Part-I and 5 of Part-II) was, therefore, changed to “Not Accepted” with the approval of Hon’ble M.R., raising the number of “Not Accepted” recommendations to 38.  Apart from this, reiteration of some  of Part-I Recommendations in Part-II of the Report of RSRC also affected the classification of these recommendations.
