1. Whether a retiring Government servant is entitled for leave encashment after retirement under the NPS?
The benefit of encashment of leave salary is not a part of the retirement benefits admissible under Central Civil Services (Pension) Rules, 1972. It is payable in terms of CCS (Leave) Rules which will continue to be applicable to the government servants who join the government service on after 1-1-2004. Therefore, the benefit of encashment of leave salary payable to the governments/to their families on account of retirement/death will be admissible.
2. Why is it mandatory to use 40% of pension wealth to purchase the annuity at the time of the exit (i.e. after the age of 60 years) from NPS?
This provision has been made in the New Pension Scheme with an intention that the retired government servants should get regular monthly income during their retired life.
3. Whether any minimum age or minimum service is required to quit from Tier-I?
Exit from Tier-I can only take place when an individual leaves Government service.
4. Whether Dearness Pay is counted as basic pay for recovery of 10% for Tier-I?
As per the New Pension Scheme, the total Dearness Allowance is to be taken into account for working out the contributions to Tier-I. Subsequently, a part of the “Dearness Allowance” has been treated as Dearness Pay. Therefore, this should also be reckoned for the purpose of contributions.
5. Whether contribution towards Tier-I from arrears of DA is to be deducted?
Yes. Since the contribution is to be worked out at 10% of (Pay + DP + DA), it needs to be revised whenever there is any change in these elements
6. Who will calculate the interest PAO or Central Pension Accounting office(CPAO)?
The PAO should calculate the interest.
7. What happens if an employee gets transferred during the month? Which office will make deduction of Contribution?
As in the case of other recoveries, the recovery of contributions towards New Pension Scheme for the full month(both individual and government) will be made by the office who will draw salary for the maximum period.
8. Whether NPA payable to medical officers will count towards ‘Pay’ for the purpose of working out contributions to NPS?
Yes. Ministry of Health & Family Welfare has clarified vide their O.M. no. A45012/11/97-CHS.V dated 7-4-98 that the Non-Practising Allowance shall count as ‘pay’ for all service benefits. Therefore, this will be taken into account for working out the contribution towards the New Pension Scheme.
9. Whether a government servant who was already in service prior to 1.1.2004, if appointed in a different post under the Government of India, will be governed by the CCS (Pension) Rules or NPS?
In cases where Government servants apply for posts in the same or other departments and on selection they are asked to render technical resignation, the past services are counted towards pension under CCS (Pension) Rules, 1972. Since the Government servant had originally joined government service prior to 1-1-2004, he should be covered under the CCS (Pension) Rules, 1972.
10.Procedure for allotment of Permanent Retirement Account Number (PRAN):-
Immediately on joining Govt. service, the Govt. servant will be required to provide particulars such as his name, designation, scale of pay, date of birth, nominee(s) for the fund, relationship of the nominee etc. in the prescribed for (Annexure I).
The DDO concerned will be responsible for obtaining this information from all Govt. servants covered under the New Pension Scheme.
The PAO concerned will allot a unique 16 digit Permanent Retirement Account Number (PRAN). The first four digits of this number will indicate the calendar year of joining Govt. service, the next digit indicates whether it is a Civil or a Non-civil Ministry, the next six digits would represent the PAO Code (which is used for the purpose of compiling monthly accounts), the last five digits will be the running serial number of the individual govt.
servant which will be allotted by the PAO concerned. PAO will allot the serial number pertaining to individual Govt. servants from 00001 running from January to December of a calendar year. A register will be maintained for allotment of PRAN to ensure that PRAN are allotted in sequence and there is no duplication of PRAN.
For the flow of information from Non Civil Ministries/Departments to the CPAO, each of them will nominate a Nodal Office, which will be responsible for forwarding the consolidated information/particulars in respect of their Ministry/Departments and for correspondence with CPAO.
The particulars of the Govt. servants received from the various DDOs will be consolidated by the Nodal Office identified in each Ministry/Department/Office and sent to the CPAO. The CPAO will keep this information in their computer database.
The accounting heads involved in the operation of the new pension scheme will be intimated in due course.
The first salary bill of the new entrant will be passed after ensuring that the Annexure-I is received.
Tier1 amount equal to 10% of the (Basic+DA+NPA) will be deducted from the pay Bill and a matching contribution will also be credited to the individuals credit.
Separate pay bill should be prepared for the individuals who are covered under this scheme. The schedule information is to be captured in the Annexure-II, which should be carefully checked. The data file of annexure-I and annexure-II will be created and forwarded to CPAO on monthly basis. CPAO on receipt of this information will update its database and generate exception reports for missing credits, mismatches etc.
No withdrawal of any amount will be allowed during the interim arrangements.
At the end of each financial year the CPAO will prepare annual accounts statements for each employee showing opening balance, details of monthly deduction and Govt.’s matching contribution, interest earned, if any, and the closing balance. CPAO will send these statements to Nodal Office concerned.
After the close of each financial year, CPAO will have to report the details of the balances (PAO-wise) to each PAO for the purpose of reconciliation. The PAO will reconcile the figures of contributions with figures as per the books of CPAO.

The Indian Express has published an article on Retirement Planning in their Express Money section written by Shri Sanjay Kr Singh. The article has drawn certain references to the New Pension System which do not give the full picture and, therefore, it has been considered necessary to issue some clarifications as follows:
1. Regarding tax status of NPS
As per the Finance Act 2009 the amount accumulated in the NPS account utilized to purchase an annuity is exempt from income tax. The article does not provide the full picture that NPS corpus will not be taxed if an individual buys an annuity.
2. Regarding waiting till 2010-11 to see what the new tax code holds for NPS
It has been stated that investors should wait till 2010-11 to see what the new tax code holds for NPS. This statement is misleading as under the Finance Act 2009, NPS accumulation utilized to purchase annuity is exempt from income tax.
3. Regarding availability of historical data for decision making
It has been stated that it is difficult to decide which fund manager one should invest with, as no historical data is available. Although NPS for common citizen was rolled out on 1st May, 2009, the NPS for Central Government employees has already been operational.
The weighted average return on the pension funds for the first year of operation as on 31st May, 2009, was 14.82% according to the unaudited figures submitted by three Fund Managers viz., LIC Pension Fund, SBI Pension Fund and UTI Retirement Solutions. Moreover, historical data regarding the performance of the sponsor companies is available which is a reasonably good indicator.

Should you use the NPS?
First, let us dwell on its positives. If you invest the equity component of your retirement savings in the New Pension Scheme (NPS), it would get managed at a low cost. Its cost is lower even than that of an index fund. For young investors, especially, the low cost would make a substantial difference to the final corpus. Its second advantage is that since it offers limited liquidity, the money remains available till retirement and doesn’t get used up for other purposes.
However, at present there are a couple of issues with the NPS. The most important is its tax status, which is EET. The NPS corpus gets taxed at withdrawal (while PPF and equity funds are not). Says Dhawan: “With the new tax code coming in, all instruments will be treated in a similar manner. Sooner rather than later, NPS will receive equal treatment. The reason why the NPS has been given EET status and not EEE status is probably that the government wants most products to move to EET status. Investors should wait till 2010-11 to see what the new tax code holds for NPS.”
Another issue with the NPS is that at present it is difficult to decide which manager you should invest with as no historical data is available. On the equity side, the NPS at present works like an index product with no active management. If, for reasons mentioned earlier, you believe that actively managed funds should be a part of your portfolio, then this is not the product for you.

पेंशन पाने का अधिकार
नई पेंशन योजना (एनपीएस) 2004 के बाद नौकरी में आए सरकारी कर्मचारियों के लिए पहले से ही लागू थी, लेकिन अब इसे देश की बाकी आबादी के लिए भी खोल दिया गया है। जीवन भर राष्ट्रीय उत्पादन में योगदान करने वाले हर व्यक्ति के प्रति राष्ट्र का यह दायित्व बनता है कि वह उसके बुढ़ापे के लिए भी कुछ स्थायी नियमित आय की व्यवस्था करे. उम्मीद की जानी चाहिए कि एनपीएस देश के हर नागरिक को सुरक्षित निवेश का एक विकल्प देगी. सरकारी ट्रेड यूनियनों और वामपंथी दलों का पेंशन प्रबंधन में किसी भी किस्म के फेरबदल को लेकर किया जाने वाला विरोध इस तथ्य की अनदेखी पर टिका हुआ था कि पेंशन और पीएफ पर दिया जाने वाला ब्याज इस रकम के उत्पादक निवेश के अभाव में एक तरह के सरकारी अनुदान की शक्ल ले चुका है. एनपीएस का सबसे पहला मकसद ही यही है कि इस मद में जमा होने वाली राशि सिर्फ खातों की शोभा बढ़ाने के काम न आए, और लगातार उत्पादन प्रक्रिया का हिस्सा बनी रहे. इसमें शामिल होने वाले हर निवेशक को यह तय करने का अधिकार होगा कि सरकारी बांड, कॉरपोरेट बांड और शेयर बाजार के तीन विकल्पों में वह अपना कितना पैसा कहां लगाए. जहां तक सवाल सरकारी बांड और कॉरपोरेट बांड का है, इनमें लगाया गया पैसा कमोबेश फिक्स डिपॉजिट जैसा ही है. तीसरे, यानी शेयर वाले विकल्प के साथ ज्यादा मुनाफा और ज्यादा जोखिम वाली बात जुड़ी है. शेयर बाजार के उतार-चढ़ावों को ध्यान में रखते हुए इसमें निवेश पर 50 प्रतिशत की बंदिश रखी गई है, यानी कोई चाहे तो भी अपने पेंशन फंड का आधे से ज्यादा हिस्सा शेयर बाजार में लगाने को नहीं कह सकता. यह रकम भी किसी खास शेयर में नहीं बल्कि निफ्टी-फिफ्टी और बीएसई-30 जैसे इंडेक्स फंडों में ही लगाई जा सकती है, जिनके दायरे में सबसे ज्यादा भरोसेमंद और कमाऊ कंपनियों के शेयर आते हैं. एनपीएस एक नजर में किसी बैलेंस म्यूचुअल फंड जैसी मालूम पड़ती है, लेकिन एक मामले में यह उनसे बेहतर है. इसमें फंड मैनेजमेंट के लिए वसूली जाने वाली राशि काफी कम है. म्यूचुअल फंड इस काम के लिए निवेशित रकम का सवा दो प्रतिशत लेते हैं जबकि एनपीएस में यह राशि कुछ फिक्स चार्जेज को छोड़ कर एक प्रतिशत से भी कम पड़ेगी. पेंशन के लिए 500 रुपये महीने जैसी छोटी रकम लगाने वालों के लिए ये फिक्स चार्जेज काफी भारी पेड़ेंगे, लिहाजा यह सौदा उन्हें महंगा लग सकता है. इसके अलावा इस योजना की तीन और खामियां भी हैं. इसमें कोई टैक्स बेनिफिट नहीं है, 58 साल की उम्र होने से पहले इससे पैसा नहीं निकाला जा सकता, और इसे आधार बनाकर कोई लोन नहीं लिया जा सकता. इन खामियों पर ध्यान देकर अर्थव्यवस्था के लिए काफी काम की साबित होने वाली स्कीम को आम निवेशकों के लिए और ज्यादा आकर्षक बनाया जा सकता है.
सभी के लिए हुई नई पेंशन स्कीम लागू
नयी दिल्ली : देश में शुक्रवार 1 मई से नई पेंशन स्कीम (एनपीएस) शुरू हो गई है. वर्ष 2004 से नए सरकारी कर्मचारियों के लिए यह पहले से लागू थी. अब इसे सभी के लिए खोल दिया गया है. सरकार द्वारा यह सामाजिक सुरक्षा के लिए उठाया गया कदम है. यह पीएफ की तरह तयशुदा रिटर्न वाली स्कीम नहीं है. इसका पैसा शेयर, सरकारी बांड और कॉरपोरेट बांड में लगाया जाएगा. फंड मैनेज करने का काम छह कंपनियों को सौंपा गया है. पेंशन फंड एंड डेवलपेमेंट अथॉरिटी उन पर नजर रखेगी.
एनपीएस 58 साल की उम्र के बाद फायदा देगी. बीच में पैसा नहीं निकाला जा सकता. यह तय करने का हक निवेशक को है कि तीनों विकल्पों में से किसमें कितना पैसा लगे. यह काम फंड मैनेजर पर भी छोड़ा जा सकता है. तब शेयरों में 15′ ही लगाया जाएगा. किसी भी हाल में शेयरों में 50′ से ज्यादा नहीं लगाया जा सकता. इस योजना का सारा हिसाब-किताब नेशनल सिक्युरिटीज डिपॉजिटरी लिमिटेड (एनएसडीएल) रखेगा. वहां अकाउंट खुलवाने के लिए 50 रुपए देने होंगे. सालाना चार्ज 350 रुपए है. हर ट्रांजेक्शन की फीस 10 रुपए होगी. आसान पहुंच के लिए कुछ बैंकों को पॉइंट ऑफ प्रेजेंस बनाया गया है. उनकी ब्रांच में जाकर अकाउंट खुलवाया जा सकता है. इसका चार्ज 20 रुपए होगा. ट्रांजेक्शन फीस भी 20 रुपए है. म्युचुअल फंड में लगभग सवा दो प्रतिशत का एंट्री लोड और डेढ़ पर्सेंट का मैनेजमेंट चार्ज होता है. इसके मुकाबले एनपीएस में फीस 0.0009′ ही बैठती है. लेकिन एकाउंट के चार्ज इसका मजा खराब कर रहे हैं. यह किफायती तभी होगा, जब ज्यादा पैसा लगाया जाए. गौरतलब यह भी है कि इस स्कीम में किसी भी स्टेज पर टैक्स छूट नहीं है. हालांकि पेंशन फंड एंड डेवलपमेंट अथॉरिटी ने सरकार से इसकी मांग की है.
इस बीच, देश के हर नागरिक के लिए 1 मई से उपलब्ध नई पेंशन प्रणाली को कर प्रोत्साहन के अभाव में धीमी प्रतिक्रिया मिलने की संभावना व्यक्त की गई है. पेंशन नियामक (पीएफआरडीए) के अध्यक्ष डी. स्वरूप ने मुंबई में कहा, हालांकि प्रतिक्रिया के बारे में कुछ भी कहना जल्दबाजी होगी, लेकिन इसकी शुरुआत धीमी रहेगी. हमें नहीं लगता कि शुरुआत में भारी तादाद में लोग इस योजना को लेगें. उन्होंने कहा कि एनपीएस 2004 से केंद्रीय सरकारी कर्मचारियों के लिए अनिवार्य बना दी गई थी, जिसे पिछले साल 14.5 फीसदी अच्छा मुनाफा मिला था. लंबी अवधि में सभी नागरिकों को दी जानेवाली इस पेंशन प्रणाली का प्रदर्शन भी अच्छा रहेगा. उन्होंने कहा कि यह योजना धीमी गति से रफ्तार पकडग़ी, क्योंकि यह स्वैच्छिक है और इस पर कोई कर रियायत नहीं मिलेगी. श्री स्वरूप ने इससे पहले संकेत दिया था कि पेंशन फंड नियामक एवं विकास प्राधिकार (पीएफआरडीए) एनपीएस के मामले में कर छूट के मुददे को आम चुनाव के बाद बनी नई सरकार के पास ले जाएगा.
एनपीएस की विशेषताएं
1. यह योजना 18 से 55 वर्ष के बीच की आयुवर्ग के लोगों के लिए.
2. न्यूनतम निवेश 500 रुपए मासिक या 6,000 रुपए प्रति वर्ष.
3. रिस्क के आधार पर एनपीएस में दो इन्वेस्टमेंट ऑप्शन हैं. पहला है एक्टिव च्वॉइस (जिसमें इन्डीविजुअल फंड असेट क्लास ई सी और जी हैं) तथा दूसरा ऑप्शन ऑटो च्वॉयस है. ऑटो च्वॉयस में उम्र के हिसाब से अपने आप जोखिम निर्धारित होती है.
4. निवेशक अपनी पूंजी को इक्विटी (ई) क्रेडिट रिस्क बियरिंग इनकम इंस्टू्रमेंट (सी) और गवर्मेंट सिक्यूरिटी (जी)में बांट कर निवेश कर सकता है.
5. निवेशक 6 फंड मैनेजर में से किसी को भी चुन सकते हैं.
6. 60 वर्ष की उम्र में आपको कम से कम अपनी सेविंग का 40 प्रतिशत किसी इंश्योंरेंस कंपनी की एन्यूटी खरीदने में लगाना होगा.
7. 60 वर्ष के होने से पहले भी आप कुल सेविंग में से 20 प्रतिशत तक की निकासी कर सकते हैं लेकिन फिर आपको बची हुई 80 प्रतिशत की एन्यूटी खरीदनी होगी.
धीरे – धीरे दिखाई देगा जोश
नई पेंशन योजना (एनपीएस) में को लेकर धीरे-धीरे लोगों को उत्साह दिखाई देने लगा है. निवेशक निवेश सलाहकारों की राय जान रहे हैं तो आम कर्मचारी वर्ग इसके नफे-नुकसान का गणित आपसी विचार-विमर्श से समझ रहे हैं. जहां कुछ वित्त विशेषज्ञ अपने क्लाइंट्स को इस स्कीम में निवेश के लिए कुछ समय रुकने की सलाह दे रहे हैं, वहीं कुछ वित्त विशेषज्ञों का मानना है कि चूंकि इस स्कीम में फंड मैनेजमेंट चार्जेज व अन्य खर्चे न्यूनतम हैं, इसलिए जिन्हें सिर्फ पेंशन में ही निवेश करना है उनके लिए यह स्कीम बेहतर है.
स्कीम के बारे में कुछ वित्तीय जानकारों का मानना है कि शेयरों में निवेश की 50 प्रतिशत की बंदिश आकर्षक नहीं है. इसका मतलब यदि कोई एक हजार रुपया निवेश करता है तो 500 रुपए तो उसके डेट इंस्ट्रूमेंट में ही निवेश हो जाएंगे. और यहां रिटर्न भी तय नहीं है. ऐसे में जब आपके पास पीपीएफ और ईपीएफ जैसे विकल्प हों, जो कि आपको 8 प्रतिशत रिटर्न की गारंटी देते हैं, तो ऐसे में क्या फायदा है इस स्कीम में सी और जी ऑप्शन में निवेश करने से. गौरतलब है कि सी मतलब मीडियम रिस्क और रिटर्न वहीं जी कम रिटर्न और कम रिस्क प्रदान करता है. कई वित्तीय सलाहकारों का इस बाबत कहना है, चूंकि स्कीम में चार्जेज बहुत कम हैं इसलिए इसका रिटर्न अन्य पेंशन प्लान के मुकाबले कहीं ज्यादा है.
उदाहरण के लिए यदि कोई 30 वर्षीय व्यक्ति हर तिमाही दस हजार रुपए स्कीम में 30 वर्ष तक निवेश करता है और माना जाए कि हर वर्ष 10 प्रतिशत रिटर्न मिलेगा तो अंत में उसके अकाउंट में 69 लाख रुपए इकठ्ठा होंगे. वहीं ठीक ऐसा ही इनवेस्टमेंट इंश्योरेंस कंपनियों द्वारा ऑफर प्लान में किया जाए तो अधिकतम 56 लाख और न्यूनतम 12 लाख रुपए इकठ्ठा होंगे. इस डिफरेंस के बारे में विशेषज्ञों का कहना है कि इसकी वजह एनपीएस का फंड मैनेजमेंट चार्जेज अन्य के मुकाबले कम होना है. लोग इसका मुकाबला पीएफ से कर रहे हैं लेकिन पीएफ और पेंशन दोनों के बिल्कुल अलग-अलग फायदे हैं. पीएफ शॉर्ट टर्म को ध्यान में रखकर की गई बचत है जहां एक समय ही पैसा निकाल सकते हैं जबकि पेंशन जब तक आप जिंदा हैं, तब तक मिलती है.
हालांकि कुछ वित्तीय विशेषज्ञ इसके टैक्स ट्रीटमेंट को लेकर काफी नाखूश हैं. उनका कहना है कि यदि आप किसी इक्विटी स्कीम में एक साल से ज्यादा के लिए निवेश करते हैं तो आपको किसी तरह का कैपिटल गैन टैक्स नहीं देना होगा तथा पीपीएफ में भी परिपक्वता के वक्त किसी तरह का टैक्स नहीं है. लेकिन एनपीएस में निवेश करने पर यदि आप टैक्स से बचना चाहते हैं तो आपको अपना कारपस एन्यूटी खरीदने में भी लगाना होगा. उनका मानना है कि इससे बेहतर है कि आप किसी इंडेक्स फंड में ही निवेश कर लें. ताकि आपको फ्लेक्सीबिलिटी और कारपस को लेकर पूरी स्वतंत्रता मिल जाए. जो कि नई पेंशन स्कीम में नहीं है. और जबकि वहां भी सिर्फ इंडेक्स स्कीम में ही निवेश किया जाएगा. हालांकि एनपीएस की अन्य पेंशन स्कीम से तुलना जारी है लेकिन जब बात न्यूनतम खर्च और इसे कुछ ही महीनों में मिलने वाले स्पेशियल टैक्स ट्रीटमेंट के अंदेशे की होने लगती है तो नई पेंशन योजना बाजी मार ले जाती है.
आशा की नई किरण
जीवन के सुनहरे दौर में हाथ में नियमित आमदनी नहीं आने की वजह से पैसे के लिए मोहताज हो, न जाने कितने ही उम्र दराज लोगों की आंखें मौत के अंतहीन इंतजार में लगी रहती हैं. परिवार में बोझ के बनने की पीड़ा का एहसास आज भारत के करोड़ों परिवारों पर वृद्धावस्था से गुजर रहे लोग रोजाना भोग रहे हैं. दरअसल इसकी वजह है वृद्धावस्था में नियमित रूप से दो पैसा हाथ में आता रहे, इसकी व्यवस्था का न होना. स्व-रोजगार में रहे लोगों के लिए ऐसी कोई व्यवस्था पहले थी ही नहीं. लेकिन अब सरकार ने भारत की उस विशाल आबादी को उनके सेवानिवृत्त जीवनकाल में नियमित आमदनी द्वारा सुरक्षा प्रदान करने के लिए नई पेंशन योजना का विकल्प प्रदान किया है.
तो क्या इसके पहले प्रभावी पेंशन योजनाएं हमारे देश में नहीं थीं? ऐसी कोई बात नहीं है, पहले से विभिन्न इंश्योरेंस कंपनियों व म्यूचुअल फंडों की पेंशन योजनाएं बाजार में उपलब्ध हैं और खुद सरकार द्वारा पीएफ, पीपीएफ जैसी बड़ी व आकर्षक स्कीमें मौजूद हैं लेकिन यह नई स्कीम अन्य से इस मायने में अलग है कि यहां न्यूनतम निवेश 6 हजार रुपए सालाना या हर महीने 500 रुपए है. जबकि अभी बाजार में उपलब्ध अन्य इंश्योरेंस आदि का पेंशन के लिए न्यूनतम निवेश 25 से 30 हजार रुपए सालाना है. इसलिए एक बहुत बड़ी आबादी पेंशन में इन्वेस्ट करने से छूट रही थी. आम जनता के लिए यह एक अच्छी निवेश योजना है.
लेकिन अभी तक आम लोगों में इस योजना को लेकर ज्यादा उत्साह क्यों दिखाई नहीं दे रहा? हालांकि नहीं ऐसा नही कहा जा सकता क्योंकि यह नया कंसेप्ट है, इसलिए इसे लोकप्रिय होने में 1 से 3 वर्ष का समय लगेगा. चूंकि इसके लिए डिस्ट्रीब्यूटर्स जैसे ब्रोकर्स व एजेंट्स वाला ईको सिस्टम नहीं है, जो कि बाजार में इस प्रोडक्ट के लिए उत्साह पैदा करे. यहां यह रोल पीएफआरडीए और पीओपी (जो कि बैंक हैं) में विभाजित है, इसका डिजाइन थोड़ा अलग है. यहां कस्टमर खुद चलकर आएं और पीओपी से बात करें.
क्या हमारे देश में इतनी जागरुकता है कि आम आदमी चलकर पीओपी के पास आएगा? इसका जवाब यह हो सकता है कि वैसे भी हमारे देश में वित्तीय जागरुकता बहुत कम है और पेंशन के लिए सेविंग तो प्राथमिकता की सूची में सबसे अंतिम स्थान पर है. ऐसे में इस प्रभावी योजना के लिए पीओपी को खुद प्रशिक्षित करना होगा. लेकिन इसके लिए सभी को मिलकर प्रयास करने होंगे. निजी बीमा कंपनियां तो पहले ही पेंशन योजनाओं को लेकर तेजी से जागरुकता फैला रही हैं. कस्टमर के एकाउंट पीओपी के पास खुलेंगे. वे अपनी ब्रांच में पोस्टर आदि द्वारा जागरुकता फैला सकते हैं.
ऐसा कहा जा रहा है कि यदि इस योजना में पीएफ और पीपीएफ की तरह स्पेशल टैक्स बेनिफिट्स प्रदान किया जाए जिसमें परिपक्वता के वक्त जो राशि हो वह टैक्स फ्री हो. तो यह स्कीम तेजी से जोर पकड़ेगी. लेकिन क्या आम आदमी इनवेस्टमेंट के लिए उपलब्ध विभिन्न असेट क्लास की रिस्क को समझ कर चुनाव कर पाएगा?
इस पर यह कहा जा रहा है कि नई पेंशन योजना में निवेश के लिए दो च्वॉइस रखी गई है. एक्टिव च्वॉइस व ऑटो च्वॉइस. ऑटो च्वॉइस उन लोगों के लिए एक बेहतरीन व्यवस्था है जो एक्टिव च्वॉइस में उपलब्ध इक्विटी क्रेडिट रिस्क वाले इनकम इंस्टमेंट और सरकारी प्रतिभूतियों में जानकारी के अभाव में अपने निर्णय द्वारा निवेश नहीं कर सकते. ऐसे में ऑटोफीचर का चुनाव उनके लिए बेहतरीन है. जहां व्यक्ति की, उम्र के हिसाब से उसका पैसा रेग्यूलेट होता है. यदि व्यक्ति की उम्र 25 वर्ष है तो कुल निवेश का 55 प्रतिशत इक्विटी में और यदि व्यक्ति 55 वर्ष का है तो 10 प्रतिशत इक्विटी में निवेशित होगा.
सरकार इसे इतनी देरी से क्यों लाई? इसका जवाब यह है कि बचत व जोखिम कवर करना भारतीयों की फितरत में नहीं है. इसलिए इस प्रोडक्ट को भी खुला छोड़ देंगे तो रेस्पांस नहीं आएगा क्योंकि यहां प्रोडक्ट फंड मैनेजमेंट की बेहतर क्वालिटी व कम चार्जेज होने के बावजूद बेचने के लिए किसी एजेंट को कमीशन नहीं मिलेगा. इसलिए जागरूकता के लिए काफी कोशिशें करनी होंगी.
इस स्कीम में मॉर्टेलिटी चार्जेज, पहली बार में प्रीमियम लोकेशन चार्जेज नहीं हैं, और अग्रणी छह फंड मैनेजर्स न्यूनतम फंड मैनेजमेंट चार्जेज में इसे मैनेज करेंगे तो ज्यादा पैसा लोकेट होगा और ज्यादा पैसा सेविंग में जाएगा. इससे कारपस (पूंजी) ज्यादा इकठ्ठा होगी और चार्जेज कम होने व निपुणता के चलते मार्केट में अच्छी डील मिलेगी और ज्यादा रिटर्न मिलने से नागरिकों को फायदा होगा.
No full pension for those who retired before 2.9.08
We all know that as per 6CPC recommendations for pension benefits which was also implemented by the Government, CG employees who have completed the qualifying service of 20 years will be eligible for full pension (viz., 50 % of last pay drawn). However, the Government gave effect to this order only from 2.9.2008 and those who retired before 2.9.2008, completion of 33 years of service is mandatory for getting full pension.
As per Office memorandum No: 38/37/08-P&PW(A) dated 2.9.2008 Government Servants who retired during 1.1.2006 to 1.9.08 after completion of 33 years of qualifying service will be eligible for full pension and the pension of those Government Servants who retired before 2.9.08 with qualifying service of less than 33 years will continue to be proportionate to the full pension based on their actual qualifying service.
However, this decision was objected by many of the pensioners as pay benefits except allowance were given with effect from 1.1.06 by the government. Their concern is denying full pension to those who retired between 1.1.06 to 1.9.08 even if they have completed more than 20 years is not rational. Also, according to the affected pensioners, this decision would create phenomenal disparity in the pension benefits between the one who retired from Jan-06 to Aug-08 and others who retired after Sept-08.
Many representations were forwarded to Government by the pensioners to rectify this disparity and to take a uniform stand for providing full pension to all those who retired after 1.1.06, if they have completed 20 years of service.
However, by issue of the Office memorandum dated 12.05.09, Government ruled out full pension for those who retired after 1.1.2006 but before 2.9.2008, even if they had completed 20 years of service. As per this latest clarification (OM dated 12.05.09), Government servants who retired before 2.9.08 with qualifying service of 33 years will continue to be proportionate to the full pension based on their actual qualifying service.
As per the said clarification OM dated 12.05.09, the basis for taking this decision is the Government took a policy decision to implement the the provision for full pension after 20 years of service with effect from 2.9.08.
It was also clarified by the Government that in light of various decisions of Apex Court allowing the employer to fix a cut-off date for introducing any new pension/retirement scheme, the decision of Government is in accordance with the law and there is no violation of Article 14 of the Constitution.
All about the New Pension Scheme
From May 1, Indians have access to another investment avenue to plan for retirement in the New Pension Scheme (NPS).
The scheme has been in the pipeline for at least five years but it finally took shape in 2007-08. Although the government was pushing for the scheme after a law providing statutory backing to the regulator was enacted, the Left parties, which were supporting the United Progressive Alliance government, did not allow the passage of the Bill.
So, last year, the government decided to go ahead by allowing the NPS Trust to enter management agreements with fund managers. What benefits does the NPS offer? Who is eligible? Business Standard provides a ready-reckoner.

Who can join the New Pension Scheme?
Any Indian citizen between 18 and 55 years. At present, only tier-I of the scheme, involving a contribution to a non-withdrawable account, is open.
Subsequently tier-II accounts, which permit voluntary savings that can be withdrawn at any point of time, can be opened. But to be eligible to open a tier-II account, you need a tier-I account.

How do I enrol?
You will need to visit a point of presence (PoP), fill up the prescribed form with the required documents.
Once you are registered, the Central Recordkeeping Agency (CRA) will send you a Permanent Retirement Account Number (PRAN), along with telephone and internet passwords.

How much can I invest?
There is no investment ceiling. But the minimum investment limit has been fixed at Rs 500 a month or Rs 6,000 annually. Subscribers are required to contribute at least once a quarter but there is no ceiling on how many times you invest during the year.
What is the penalty for failure to make the minimum payment?
You will have to bear a penalty of Rs 100 per year of default and will need to pay it with the minimum amount to reactivate the account. Also, dormant accounts will be closed when the account value falls to zero.

No. There is no guarantee since NPS is a defined contribution scheme and the benefits depend on the amount contributed and the investment growth up to the time of exit.
How should I select my investment option?
You can choose the investment mix between equity or E (high risk but high returns), mainly fixed income instruments or C (that come with medium risk and returns) and pure fixed investment products or G (which offer low returns but have very low risks associated with them). Equity investment is capped at 50 per cent.
At present, the equity investment consists of index funds that replicate the Sensex or Nifty portfolio. The C segment includes liquid funds, corporate debt instruments, fixed deposits and public sector, municipal and infrastructure bonds. The pure fixed investment instruments include state and central government securities.
There is a trade-off between risk and returns, with a younger investor placed better to take risks.
If you are unable to decide the investment mix, the default option will kick in.

What is the default option?
The default option, called auto choice lifecycle fund, will see the investment mix change according to the age of the subscriber. At the lowest entry age of 18 years, auto choice entails an investment of 50 per cent in E, 30 per cent in C and 20 per cent in G.
The ratios will remain unchanged till the subscriber turns 36, when the ratio of investment in E and C will decrease annually, while the proportion of G rises.
By the time the subscriber is 55 years, G will account for 80 per cent of the corpus, while the share of E and C will fall to 10 per cent each.

Who will decide the fund manager?
At the moment, the Pension Fund Regulatory and Development Authority (PFRDA) has selected six fund managers — State Bank of India, UTI, ICICI Prudential, Kotak Mahindra, IDFC and Reliance — on the basis of a bidding and technical evaluation process.
You have to select one fund manager at the time of deciding your investment option; later, PFRDA may allow subscribers to choose more than one fund manager.
Can I change my investment mix and the fund manager? You can shift from one fund manager to another from May 2010.

What happens if I relocate to another city?
The PRAN remains the same and you can access a toll-free number (1-800-222080). The details of your PRAN and the statement of transactions will be available on the CRA website (www.npscra.nsdl.co.in).
How can I exit the scheme?
The normal retirement age has been fixed at 60 years. At 60, you will be required to use at least 40 per cent of your accumulated savings to buy a life annuity from an insurance company. A phased withdrawal is also allowed but the lump sum benefit has to be availed of before you turn 70 years.
For those looking to exit before turning 60, there is an option to withdraw 20 per cent of the accumulated savings but buy an annuity with the remaining 80 per cent.
If the subscriber dies before he or she turns 60, the nominee can receive the entire pension corpus. Alternatively, a subscriber can exit if the account value falls to zero or if the citizenship status changes.
The age of exit will be reviewed by PFRDA from time to time. There will also be the option to select an annuity that will pay a survivor pension to your spouse.

Are there tax benefits for NPS?
At present, the investment is covered under section 80CCD of the Income Tax Act and a tax will be levied if you withdraw the money.
You can avoid paying tax by transferring the entire corpus to the annuity service provider. PFRDA has, however, approached the government to treat investment in NPS on a par with instruments like Employees Provident Fund and Public Provident Fund, for which no tax is levied at the investment, accumulation or withdrawal stage.
